最开始决定投该期刊的时候，小木虫上还没有人评论。影响因子比较高，2.214(2011 IF)，5年平均因子更是达到了3.796。抱着试一试的心态投出去了。 2012年11月9号初投的稿，需要推荐两个审稿人。很快就进入submitted to the journal和with editor状态，还在暗自窃喜是不是有什么好消息，结果悲剧的事情发生了。11月16号就收到拒稿邮件。 我的论文写的是算法方面的东西，然后应用于某个领域。 但是根据反馈的意见，发现该期刊比较注重写信息系统方面的东西。 可能是认为我的论文质量太差，发表几率较小，所以没有通过预审。 下面附上审稿意见： 主编的邮件： Thank you for giving us the opportunity to consider your work. As part of a screening process applied to all submitted manuscripts, I have requested an Associate Editor in the area of your submitted work to read your paper. I am sorry to inform you that he/she has recommended to reject the paper without sending it to referees. I have read his/her comments and your paper, and I concur with the recommendation. Our screening process is designed to reduce the long delays in editorial decisions when we foresee little possibility of publishing the paper, so that authors can find the most appropriate outlets for their work in a timely fashion. We hope that the disappointing outcome at this time will not discourage you from submitting future manuscripts to the INFMAN. 副主编的意见： This paper may have a solid contribution but is not appropriate for I&M in my opinion. It is a data/systems/software engineering paper with minimal overlap with Information systems. In fact, the IS part seems to be non-existent in the paper. So I do not feel it will appeal to I&M readership. The paper would probably be a much better fit in journals in the disciplines mentioned above and I would suggest the authors submit the paper to such outlets.
